2022 – Is RCEM Dead?

With HEC LifeSim becoming an increasingly common technique for estimating loss of life, this paper provides a hybrid methodology that brings the more common RCEM methodology in line with HEC LifeSim estimates. This is an important update, particularly for low-risk or smaller dams where HEC LifeSim estimates become cost-prohibitive and where dam professionals are looking to validate loss of life estimates. Our revised loss of life methodology provides robust estimates for potential Life Loss in structures that are commensurate with HEC LifeSim values.
