2024 – Risk-based Dam Safety Review – Special Considerations for Flood Retarding Basins and Small Off-stream Embankments

This paper discusses some special considerations in conducting risk-based safety assessments for off-stream storages, such as in-ground reservoirs for storing raw or potable water, lined sewage ponds, and flood retarding basins which do not store water during sunny day operation. Many of these small off-stream storages are “declared” dams that pose high life safety risks due to their proximity to the population at risk, and the relatively short dam breach warning time. The 2019 NSW Dams Safety Regulation requires that “declared” dams be assessed for their risk ratings and an update of the risk assessment every five years.

In carrying out safety reviews and risk assessments for these storages the first time, it has become apparent that these structures present unique issues and considerations that are typically not present for traditional water dams. This paper discusses these unique issues and considerations to share our learnings with the industry and foster discussion and awareness.
