Dams are vital for water management, flood control, and environmental protection, but aging structures require reassessment to meet current safety and environmental standards. This paper presents a comprehensive framework developed in 2023 for evaluating environmental impacts of potential dam failures using a detailed multi-criteria assessment method. Traditional guidelines like ANCOLD often focus on human impacts and lack detailed environmental criteria, leading to oversimplified or overly severe classifications.
The multi-criteria framework integrates factors such as sensitivity of environmental values and the magnitude, extent, and duration of impacts, providing a realistic understanding of potential consequences. Applied to a case study of a saline water dam near a national park, the assessment considered direct and indirect impacts on ecology, soil contamination, and water resources.
