This paper will summarise dam safety emergency management across all jurisdictions in Australia and discuss how these could be applied to improve emergency management in the dam industry, such as ensuring Dam Safety Emergency Plans (DSEPs) are consistent across state and territory jurisdictions.
This paper will summarise and compare Australian-wide guidance and practice on preparing DSEPs. It will discuss the interface with applicable legislation and relevant government authorities, and how the type of dam, the government and dam owners’ businesses affect the preparation of DSEPs.
The paper will discuss concerns about terminology, over-complicated, repetitive, and prescriptive plans and how to effectively communicate to the expected audience of experienced dams’ engineers, business owners and to those less experienced with dams in emergency management and the general community.
In conclusion, this paper aims to provide dam regulators and owners with thoughts on developing robust, practical, and effective DSEPs that provide consistency across all state and territory
jurisdictions.
