2024 – Benefits of Targeted and Customised Engineering Assessments and how it drives Risk-Informed Decision-making – Cyclopean Masonry Dams Case Study

The assessment and management of risk associated with dams is an important consideration for dam owners in asset lifecycle management. Risk assessment is a highly valuable tool and risk-based
management is a dam safety regulatory requirement in NSW and other Australian states. Engineering studies and assessments are an essential input to risk assessment. The paper is based on the approach and outcomes associated with importance of identifying and scoping engineering assessments, and detailed risk assessment for three cyclopean masonry gravity dams in WaterNSW’s portfolio. Such assessments undertaken in harmony can enable the dam owners like WaterNSW to fully understand the potential failure mechanisms and overall stability of these dams to provide comprehensive understanding of the risks. The authors are experienced in dam engineering, risk analysis and in planning and executing dam safety risk management programs. This paper presents discussion on the benefits achieved for three cyclopean masonry gravity dams in WaterNSW’s portfolio by undertaking targeted and customised engineering assessments to inform the risk assessment and drive risk informed decision making, which provided significant benefits to WaterNSW customers and downstream communities.
