Sunwater is required to maintain and review Emergency Action Plans (EAP) for all its referable dams. Map layers accompanying the EAP include the local government boundaries, dam failure impact extents, populations at risk, and emergency alert notification areas. Sunwater is transforming the current PDF- format maps into a new interactive, Geospatial Information System (GIS)-enabled site allowing spatial layers to be more easily accessed, shared and interrogated, which is highly suitable for operation centre environments.
Improvements include GIS visualisation of flood consequences and response actions, such as road closures – previously described textually in the plans, and collaboration of key spatial layers with disaster management partners. To support wider interagency data sharing, the site will also reflect levels, icons and terminology, consistent with the recently adopted national Australian Warning System.
This paper will overview the Proof of Concept (POC) EAP mapping site, being developed in consultation with the Goondiwindi Local Disaster Management Group (LDMG), and with reference to the Queensland Disaster Management Arrangements (QDMA) State Data Sharing Group.
