The Presenters



Richard has been in the dam and hydropower industry for over 30 years and has worked throughout the Indo-Pacific region. He is a Technical Director at Entura and part of their Executive Team. He has been involved in the investigation and design of several new dams, and his dam engineering experience covers the full life cycle, including investigations, feasibility studies, detailed design, construction, operation and maintenance, and risk assessment. Richard currently Chairs the Independent Review Panel for the Baleh Hydro Power Project in Malaysia, which includes a 192m high concrete faced rockfill dam. He also Chairs the Technical Working Group associated with Hydro Tasmania’s Major Projects, involving Tarraleah Re-Development and Cethana PHES. He participated in the ANCOLD working group for concrete gravity dams and is part of the ICOLD Technical Committee F: Engineering Activities in the Planning Process for Water Resources.
Dr Locher has a science and engineering background, spent several decades working for Hydro Tasmania, and has about 30 years’ experience working within Australia and overseas on environmental, social and sustainability issues for water and energy developments. Helen now provides independent consulting services, with clients including the World Bank, Asian Development Bank, the Mekong River Commission, the Zambezi River Authority, the International Hydropower Association (IHA), and the Hydropower Sustainability Alliance (HSA). She is an Accredited Lead Assessor for the Hydropower Sustainability Standard (HSS) and has contributed to numerous hydropower sustainability resources and tools for IHA and HSA. Helen holds Non-Executive Director roles on the Boards of TasWater and Icon Water. She was recognised with the Mosonyi Award by the IHA in 2015, as well as the Women with Hydro Vision award in 2019, for her globally-significant contributions to sustainable hydropower.
Jacob joined Tasmanian Irrigation in 2017 and leads the Company’s Project Delivery team. His principal focus is ensuring projects complete all phases, including detailed design, permits and approvals, construction and commissioning, in a safe manner while adhering to high quality, time and cost standards. Jacob is a skilled leader with more than 15 years’ experience in both the civil and offshore oil and gas construction sectors throughout Australia and Asia. Jacob has a strong project management and engineering background with a Bachelor of Engineering (Marine and Offshore Systems) (Hons) from the Australian Maritime College in Launceston. Jacob started his career in Perth, Western Australia after growing up in the northeast of Tasmania.
